Add observability platform Ansible project

Deploys the Grafana stack (Prometheus/Alertmanager/Loki/Tempo/Grafana with Alloy as collector) and the ELK stack (Filebeat/Logstash/Elasticsearch/ Kibana) via Docker Compose on a target host. External to the application repo, pre-built by the mentor.
